Digital Resilience in Crisis: Does a Government as a Platform (GaaP) Approach Improve Digital Crisis Response?
The 3-year DIZH project «Government as a Platform: Orchestrating Stakeholders in Crisis Situations through Digital Platforms in the Canton of Zurich» focused on supporting Swiss public administration in building resilience to crises. Using the Ukrainian refugee crisis as a case study, an experimental open platform was developed to improve coordination between different stakeholders in the Canton of Zurich.
The final presentation offers an opportunity to explore key findings from the research and to discuss the future of digital resilience in Switzerland – including how a GaaP approach can be applied in crisis situations. The project was carried out by a team of researchers from the University of Zurich and ZHAW, under the supervision of Prof. Dr. Liudmila Zavolokina, Prof. Dr. Gianluca Miscione, and Prof. Dr. Gerhard Schwabe – all members of the Digital Society Initiative (DSI) at the University of Zurich.
